Comprehensive Development Reviews
Silver Creek Developments leads Comprehensive Development Review (CDR) projects from initial feasibility through municipal approval. We coordinate land use planning, technical studies, stakeholder engagement, and regulatory submissions to ensure projects align with Official Community Plans, zoning bylaws, and servicing requirements.
Our role includes concept planning/design, policy analysis, infrastructure coordination, consultant management, and direct liaison with municipal administration and Council. We structure the work flow strategically to reduce approval risk and position projects for long-term implementation success.

Silver Creek Developments is led by Devin Clarke, RPP, MCIP, a Saskatchewan-based land use planner and development manager with extensive experience delivering residential, commercial, industrial, and mixed-use projects across urban and rural communities.
Over the course of his career, Devin has led master planning and growth strategy projects across Saskatchewan, including large-scale greenfield communities, industrial and business park developments, country residential subdivisions, and mixed-use expansion areas. His work centers on concept planning, serviceability strategy, policy alignment, and municipal approvals, with a consistent focus on infrastructure feasibility and long-term financial performance.
